A geotechnical report investigates the ground conditions of a development site to help determine how the soil, rock and groundwater may affect the proposed building or works.
The investigation is generally carried out by a geotechnical engineer. Depending on the scope of the project, it may involve boreholes, test pits, field testing, laboratory testing and an assessment of the site's geology and subsurface conditions.

Depending on the project, a geotechnical report can provide information about soil types, depth to rock, groundwater, site stability and potential impacts on surrounding structures. The findings can then inform the design of foundations, retaining structures, excavations and other structural elements.
You may also encounter terms such as geotechnical investigation, geotechnical assessment, soil report, geotech report or geotechnical engineering report. These terms can overlap, but the scope of the investigation can vary significantly. The appropriate report should be determined by the project, the site and any requirements imposed by the relevant authority.
A geotechnical report is not required for every development. Whether one is needed depends on the proposed works, site conditions, engineering requirements and any requirements imposed by the relevant consent authority.

City of Sydney, for example, requires a geotechnical report where excavation is proposed and notes that one may be required for developments that could affect surrounding properties, involve excavation close to boundaries or below-ground structures, or are located on constrained sites such as steep slopes.
The NSW Planning Portal also explains that a geotechnical report may be needed to support the soil component of an engineering report and can help an engineer design structural components based on the site's subsurface conditions.

City of Sydney's development application guidance states that a geotechnical report may need to outline ground conditions including soil type, depth to rock and groundwater levels, assess the stability of the site and surrounding structures, and identify measures to manage adverse impacts.
For some specialised or higher-risk developments, the investigation can be significantly more detailed.
